Before you can use this feature, you have to enable Subversion Repositories for the web site.

Under the Virtualmin? section you can select Edit Virtual Server? under the appropriate web site.

Then, under "Enabled Features", select the checkbox for "Allow Subversion repositories?" and save the new settings.

Now, under the Webmin? main section, select "Servers", and then "Virtualmin Subversion Repositories".
